Our mandate

A $50 million blended finance fund, built for a region the market has overlooked.

Through the creation of a $50 million blended finance Venture Capital Fund, the program addresses the capital and ecosystem gaps facing startups in the region — while strengthening the broader digital, innovation and technology ecosystem that startups depend on.

Core objectives

Four strategic priorities.

Each priority is designed to accelerate the growth of the regional digital, innovation and technology economy.

01

Close early-stage funding gaps

Provide capital for promising startups that struggle to access institutional investment at the earliest stages.

02

De-risk capital for private investors

Use blended finance structures that encourage venture funds, angel investors and institutions to back startups addressing developmental challenges.

03

Strengthen the regional startup ecosystem

Support founders, accelerators, innovation hubs and ecosystem partners building the infrastructure for entrepreneurship.

04

Promote inclusive entrepreneurship

Expand access to opportunity for founders across sectors, industries and communities throughout the South East.

How the program works

Five integrated workstreams.

SEVCP operates as one program with five connected parts — capital, discovery, company building and partnerships working together rather than in isolation.

01

Venture Capital Fund

A $50M blended finance vehicle combining public, DFI, institutional, private and diaspora capital — tickets from $50,000 to $2 million per company.

02

Pitch Competition

The primary investment pipeline for the Fund, run as a multi-phase national competition across the five states and the diaspora.

03

Incubation & Acceleration

Structured post-award support for founders across two tracks — Incubation for earlier-stage founders, Accelerator for growth-stage ventures.

04

Financing Partnerships

Co-investment alongside DFIs, institutional investors, family offices and diaspora capital.

05

Implementing Partnerships

Delivery, Resource and Network partners — hubs, universities, corporates and industry associations.

Where we invest

Technology-enabled ventures from or for the South East.

The Fund invests at pre-seed, seed and early growth stages (up to Series A) in ventures that originate from — or primarily impact — South East Nigeria.

Manufacturing and Industrial Technology
AgriTech and Food Systems
FinTech and Financial Inclusion
Commerce and Logistics
HealthTech
Clean Energy
EdTech and Skills Development
Creative Economy
SaaS and Digital Platforms
Who we work with

Four ways to partner.

The program is built with public institutions, capital providers and the organisations that make up the regional ecosystem.

Financing Partners

DFIs, institutional investors, private capital and diaspora investors participating in the Fund.

Delivery Partners

Hubs, accelerators and operators running programme delivery on the ground across the five states.

Resource Partners

Corporates, universities and professional firms contributing expertise, facilities and market access.

Network Partners

Industry associations and ecosystem organisations extending reach to founders and customers.

Invest in the South East's future.

Whether you bring capital, expertise or reach, there is a role for you in accelerating innovation and entrepreneurship across the region.

Selection process

Four phases, then finals.

Every edition follows the same structure. Exact dates are published when applications open.

01

Applications

Startups submit an online application: pitch deck, founder information, product description, traction or MVP evidence and funding request.

02

Screening & scoring

Applications are evaluated against a structured scoring system covering problem relevance, solution viability, execution, market opportunity and technology integration.

03

Video pitch

Shortlisted startups submit a three-minute video pitch covering their solution, traction or MVP validation, founding team and funding request.

04

Virtual pitch

Selected startups deliver a seven-minute pitch to a judging panel of venture investors, industry experts and ecosystem leaders.

05

Finalist bootcamp

Finalists join a one-week intensive bootcamp in Enugu to prepare for the final pitch.

06

Finals Day & Investment Ceremony

Finalists pitch live in Enugu, the judging panel selects the winners, and equity investment is awarded at the Investment Ceremony the following day.

What winners receive

Equity investment, a program, and a network.

Milestone-based investment

A minimum of $20,000 for Accelerator winners and $5,000 for Incubation winners — final amounts determined by the SEVCP Investment Committee and disbursed in milestone-based tranches.

A 12–24 week program

Accelerator companies focus on scaling and investor readiness; Incubation companies on product development and business validation. Length is set by what the company needs, within 12–24 weeks.

Guidance from experienced founders, investors and industry experts through the length of the program.
